Federal Releases Affecting St. Mary’s

No BOP prison, ICE detention center, or confirmed ICE contract facility was located within St. Mary’s County during the official-source sweep. That is a bounded finding. It does not prove that no resident, case, detainer, transport, or temporary local bed ever connects with federal custody. The relevant “facility” is therefore a set of agency systems, not a public jail address in the county.

A person leaving SMCDRC may be released to a detainer. A detainer is an authority or request for another agency to take custody. If ICE or the U.S. Marshals Service receives the person, the county commitment ends while federal custody begins. The sending record’s destination field, detaining agency, and transport notation are more important than the word “released” alone.

Check Federal St. Mary’s Custody

Begin with the case type and last known custodian. BOP covers people in federal sentenced custody. ICE operates an immigration detainee locator. USMS manages federal pretrial prisoners and transport, but it has no public historical inmate locator. The St. Mary’s released-person search path should be used first when the person was last known at the county jail.

1. Confirm the person’s full name, date of birth, case number, and any federal or immigration identifier.
2. Check the sending jail’s final record for the actual release time, method, destination, and receiving agency.
3. Use ICE ODLS for immigration custody, BOP for federal sentenced custody, or the federal docket and authorized USMS contacts for pretrial custody.
4. Read the result narrowly. A no-result can reflect a mismatch, lag, transfer, limited coverage, or older custody.
5. Cross-check the court docket, supervision terms, and any receiving jurisdiction before describing community release.

A gap between systems can occur during transport or processing. Do not fill that gap by assuming the person is no longer held. Record the date and agency for each search so later updates can be reconciled.

Identity comes first. A common name can produce an unrelated federal result. Compare the agency identifier, date of birth, case number, and last known facility before selecting a record. Then name the source in the conclusion, such as “ICE displayed this result” or “the federal docket records this order,” rather than converting one agency’s statement into a claim about all custody.

ICE St. Mary’s Locator Search

The ICE Online Detainee Locator System offers two search paths. One uses an A-number and country of birth. The other uses exact biographical information. ODLS is not a St. Mary’s County archive and does not verify SMCDRC or Maryland DOC custody. Match every available identifier because names and spellings can vary.

The often-repeated claim that ICE always keeps released people visible for a set 60-day period was not verified from an accessible official ICE source and is not used here. A current ODLS result should be read exactly as shown. A missing result is not proof of immigration release.

An ICE custody change can coexist with continuing immigration proceedings or supervision. The locator does not serve as a county release record. When SMCDRC was the sending facility, request the county destination field and then use the immigration case or ICE record for the federal segment. That two-source sequence avoids asking either agency to certify a period it did not control.

USMS St. Mary’s Release Records

The U.S. Marshals Service manages federal pretrial prisoners and transport. It can use detention space operated by other agencies. USMS does not provide a public historical locator comparable to BOP’s sentenced-prisoner search. Thus BOP absence cannot prove that a person in a federal criminal case was released from pretrial custody.

Use the federal docket, defense counsel or another authorized case contact, the last known facility, and the District of Maryland USMS office as appropriate. Ask for the narrow fact the source can provide. A docket can show a release order or detention ruling, but the order time may differ from the actual departure time. The facility or transport record is needed for the physical custody event.

Pretrial custody

Detention while a federal criminal case is pending, often managed by USMS.

Sentenced custody

Custody after a federal sentence, generally searchable through BOP once designated.

Immigration custody

Civil detention administered by ICE under immigration authority.

Supervised release

Federal court supervision that may follow prison custody.

BOP Release Status Boundaries

The BOP Inmate Locator covers federal sentenced custody from 1982 forward. A search can use a Register, DCDC, FBI, or INS number, or a name with optional descriptors. Results can show name, register number, age, race, sex, release date, and location or status.

“Released” or “Not in BOP Custody” means only that the person is no longer held by BOP. State or immigration custody may follow. Federal supervised release may also continue. BOP does not verify release from SMCDRC or a Maryland prison, and First Step Act calculations can change dates. Those fields show why one status label is not the whole record.

St. Mary’s Federal Detainer Transfers

SMCDRC holds people awaiting trial or sentencing, serving a local sentence, and awaiting transfer to Maryland DOC. Federal involvement can add another branch when a warrant, federal charge, or immigration detainer applies. A county roster disappearance followed by no immediate federal locator result remains unresolved during that handoff.

Destination determines whether the person returned to the community. If the record gives only a numeric or internal code, request its existing code key. Do not assign a meaning from an unrelated jail or agency.

Request Federal Custody Records

Records should be requested from the agency that created them. The St. Mary’s Sheriff holds the local booking and release segment. DPSCS holds Maryland state commitment records. BOP, ICE, and USMS follow their own federal records processes. A single request to one custodian cannot be expected to produce another agency’s files.

For the county segment, use the Sheriff’s NextRequest portal. Provide full name, date of birth, booking ID, case number, and approximate date. Request the existing final release record, release code and key, transfer or detainer record, receiving agency, and actual release time when recorded and disclosable. Ask for electronic delivery and segregable portions.

For federal records, identify the exact agency and seek existing documents rather than asking it to create a narrative. Useful identifiers include an A-number, BOP register number, federal case number, last known facility, and custody dates. Court files should be sought through the federal court process, not a Maryland public-information request.

Preserve each response with its request date and stated scope. If an agency redirects the request, verify that the recipient actually owns the record rather than assuming the referral confirms custody. Redaction can hide a destination detail, but the sending agency or receiving-agency name may still resolve the custody handoff.

St. Mary’s Custody Contacts

There is no local ICE or USMS detention address to list from the research. The county contact below is appropriate only for the SMCDRC segment. The Sheriff’s current lookup and custody categories describe that local segment but do not report federal status. Online federal systems handle their own custody types.
